Personal and Community Development Learning (PCDL)

 

Back in August 2007, WLLA commissioned WM Enterprise Consultants to undertake a mapping exercise highlighting the provision of training and learning opportunities across the Borough of Walsall. In addition WLLA and its partners sought to establish provider awareness of key institutions, organisations and policy documents, which included local colleges, WLLA itself, Walsall Partnership, Local Neighbourhood Partnership, Black Country LSC and the Walsall Local Area Agreement.

The research sought to achieve three overarching objectives to:
 
§               Map provision of training and learning opportunities across the Borough of Walsall’;
§               Provide a clearer understanding of the learning needs and aspirations of residents not currently engaged in training and other learning opportunities;
§               Investigate training providers awareness of policies and strategic documents relevant to the domain of learning and skills provision.

What is PCDL?

PCDL is defined as:

Learning for personal development, cultural enrichment, intellectual or creative stimulation, and enjoyment. It is also learning developed with local residents and others to build the skills, knowledge and understanding for social and community action. There is no requirement that learners must progress on to other provision or achieve accreditation.

 

 The LSC Annual Statement of Priorities, October 2006, set out the principle of establishing local PCDL Forums to assist in the planning and commissioning of local provision.

 WLLA has mapped the venues across Walsall where community learning, in some form or another, takes place.  In total, around 100 Centres provide adult learning opportunities across the borough.
